County of Los Angeles Department of Regional Planning Zoning Conversion and Integration Project (ZCIP)
The major objective of the Zoning Map Conversion and Integration Project (ZCIP) was to convert the County’s current CAD and manual formatted maps to a unified GIS Zoning map format. In addition, the County also wanted to integrate other relevant data layers, such as the Highway Plan, environmental information, special districts, etc., into the project database. These objectives were attained by converting
the County’s existing zoning information to a GIS format and producing new zoning maps at a scale of 1” = 100’ and new Index maps at a scale of 1” = 400’.
AIS’ GIS Analysts worked with approximately 18 data layers and used many of ArcInfo’s data processing functions. Many of the data processing functions were performed first and then the resultant data layers were further processed manually. The manual editing tasks involved the placement of annotation, attributing lines and polygons, and modifying line shapes. The analysts used a toolset built into a system of menus, which were prepared by our GIS Programmers.
A Problem Identification and Resolution Form (PIRF) system was used to quickly resolve data issues and to document the resolution. A PIRF form was filled out by our GIS Analysts and then emailed to the County. The County staff would investigate the problem, fill out the second part of the PIRF form, and then email it back to AIS.
The County has amended our contract to now include the development of street centerlines, reconcile inconsistencies between County department’s data layers and the development of a data maintenance plan. These three new tasks will provide the County with an enhanced GIS data layers and eliminate data redundancies.
